SB 978 (BROWN) Amends the Second Class Township Code clarifying townships must advertise when annual audit
responsibility is initially transferred from elected auditors to a certified public accountant or accounting firm.
PASSED 48-0.

SB 982 (DUSH) Amends the Second Class Township Code allowing townships to accept irrevocable letters of credit as
an alternative to a bond for the purpose of guaranteeing the work of a contract. PASSED 48-0.

SB 559 (BAKER) Amends the Medical Practice Act to allow athletic trainers to practice specified invasive procedures
under a written protocol with a licensed physician. Also defines athletic training services as the management and
provision of care of injuries to individuals participating in an individual or team sport; an athletic competition; a
performing art; a recreational activity; or a military exercise. PASSED 47-1.

SB 560 (Baker) Amends the Osteopathic Medical Practice Act to allow athletic trainers to practice specified invasive

SB 915 (LANGERHOLC) Amends Title 75 (Vehicles) to require PennDOT to reissue the same style of a military plate at
no cost to the registrant if the department or law enforcement determines the plate is illegible from a reasonable
distance. PASSED 49-0.

SB 1047 (K. WARD) Designates a portion of Route 31 in Mount Pleasant Borough, Westmoreland County, as the
Mayor Gerald D. Lucia Memorial Highway. PASSED 49-0.

SB 831 (YAW) Creates the Carbon Capture and Sequestration Act providing for the capture and geologic storage of
carbon dioxide in subsurface pore space. Stipulates that the ownership of all pore space in all strata below the
surface lands and waters of the Commonwealth are vested in the owner of the surface above the pore space. OVER
AS AMENDED.

     A03616 (YAW) Includes the holder of a leasehold interest in the subsurface of the property as a subsurface
     property interest owner. Provides additional clarity over coordination/priority of estates and provides that a
     mineral estate (including coal or oil & gas) is dominant to the pore space estate, and that the dominance of
     the mineral estate includes the surface use necessary for the subsurface development of the mineral estate.

     Specifies when a storage operator may conduct a seismic assessment and requires deployment prior to
     commencement of CO2 injection activity of seismicity monitoring system to be operated periodically during
     it. Allows the DEP secretary to issue an order authorizing entry by the storage operator to conduct a seismic
     assessment or monitoring if a surface owner refuses to permit access to the land.

     Allows a right of action against a storage operator by a property interest owner who incurs injury or damage
     of loss of property as the result of the injection or migration of carbon dioxide. However, a storage operator
     is shielded from punitive damages, provided that the operator held a reasonable belief the carbon
     sequestration project would not result in migration beyond the storage facility.

SB 1054 (MASTRIANO) Amends the Overdose Mapping Act adding Emergency Medical Services (EMS) providers as
required reporters to the Overdose Information Network (ODIN) system. OVER AS AMENDED.

     A03636 (MASTRIANO) Includes EMS providers who are required to report overdoses and suspected
     overdoes to ONDIN as “authorized users.” Exempts EMS providers that do not possess the necessary
     reporting technology from the 72 hour reporting requirement, requiring them to report the requisite
     overdose information as soon as practicable. ADOPTED 49-0.

SB 1120 (ROBINSON) Amends Title 42 (Judiciary and Judicial Procedure) prohibiting an issuing authority from
releasing a defendant on their own recognizance or an unsecured amount of bail when the individual poses a threat
to a victim, an individual or the public at large. OVER AS AMENDED.

     A03634 (BAKER) Specifies a person charged with assault of a law enforcement officer or evading arrest or
     detention on foot is a person posing a threat to public safety. ADOPTED 36-13.

Resolution adopted

SR 251 (MASTRIANO) Urges the Governor to offer the services of the Pennsylvania National Guard to the State of
Texas in support of Operation Lone Star. ADOPTED 27-22.

SB 1054 (MASTRIANO) Amends the Overdose Mapping Act adding Emergency Medical Services (EMS) providers as
required reporters to the Overdose Information Network (ODIN) system. Exempts EMS providers that do not
possess the necessary reporting technology from the 72 hour reporting requirement and requires them to report
the requisite overdose information as soon as practicable. PASSED 49-0.

SB 1111 (BAKER) Amends Title 42 (Judiciary and Judicial Procedure) clarifying for the purposes of the Sexual
Offender Registration and Notification Act (SORNA) that a sexually violent predator is an individual who committed a
sexually violent offense under Pennsylvania laws or attempted, conspired or solicited to commit such an offense.
Maintains a sexually violent predator is any individual determined to be a sexually violent predator or similar
designation by another jurisdiction, foreign country, or by court martial. Ensures that any attempt, conspiracy, or
solicitation to commit any sexually violent offenses is subject to the tier system of classifying offenders for
registration. PASSED 49-0.

HB 1234 (FREEMAN) Amends Title 11 (Cities) allowing a city council to appoint a partnership, limited partnership,
association or professional corporation as the city administrator under a professional services agreement. PASSED
49-0.
