Waugh Livestock Exhibition Legislation Heads to Governor’s Desk

HARRISBURG – Yesterday the Senate unanimously agreed to House amendments made to Senator Mike Waugh’s legislation pertaining to the required paperwork for exhibiting animals at a livestock show, and today the House signed the bill, which now goes to the Governor for signature.

Senate Bill 526 originally called for an interstate health certificate to be provided in lieu of the currently required veterinarian-client-patient relationship form.  Amendments by the House further outlined the acceptable documents as a Pennsylvania health certificate or an interstate certificate of veterinary inspection, and the term veterinarian-client-patient relationship was redefined and changed to veterinarian consultation relationship.

“I am pleased with the swift action by both the Senate and House to pass this bill,” said Waugh, “When signed into law these changes would be effective immediately and will benefit so many folks across Pennsylvania, including hundreds of 4-H and FFA youth exhibitors at our fairs and Farm Shows this year.”

Under current law, the Pennsylvania Department of Agriculture requires individuals to fill out a form and obtain a signature from their veterinarian certifying a “veterinarian-client-patient relationship” in order to bring an animal to an exhibition.  However, most exhibitors already have a health certificate for their animals, which is signed by a veterinarian certifying the health of the animal.
