Senate Passes Laughlin Bill to Support Regional Casinos and Modernize Slot Machine Requirements

HARRISBURG – The state Senate has approved legislation sponsored by Sen. Dan Laughlin (R-49) to modernize Pennsylvania’s gaming laws and provide much-needed flexibility for regional casinos.

Senate Bill 840 would reduce the minimum number of slot machines required at Category 1 and Category 2 casinos from 1,500 to 1,000. This change reflects shifting market conditions and increased competition in the gaming industry.

“When Pennsylvania first legalized gaming, surrounding states like Ohio and New York didn’t have casinos. That’s no longer the case,” Laughlin said. “Facilities like Presque Isle Downs & Casino in Erie are facing growing competition from out-of-state casinos and online gaming platforms. Reducing the slot machine requirement gives these businesses the flexibility to adapt while preserving jobs and tax revenue.”

The current 1,500-machine minimum was established nearly two decades ago as part of the state’s original gaming legislation. Since then, the regional landscape has changed significantly, and the rigid requirement has become increasingly burdensome for mid-sized casinos. By allowing operators to reduce their floor to a more manageable 1,000 machines, Senate Bill 840 ensures that casinos can better align their offerings with customer demand and operational realities.

Importantly, the legislation maintains strong regulatory oversight. The Pennsylvania Gaming Control Board will continue to have the authority to review and approve any requested changes in a casino’s machine count, ensuring the integrity and accountability of gaming operations across the commonwealth.

“This bill is about modernization and sustainability,” Laughlin added. “It’s a commonsense reform that protects jobs, strengthens our local economy and allows our gaming industry to remain competitive in a changing market.”

Senate Bill 840 now heads to the state House of Representatives for consideration.
