Phillips-Hill’s Measure Protecting Taxpayer Dollars Approved by Senate

HARRISBURG – Legislation sponsored by Sen. Kristin Phillips-Hill (R-York) that would establish strict limits on commonwealth contracts to safeguard taxpayer dollars and maintain jurisdiction of state courts received the unanimous support of the Senate of Pennsylvania.

“Every single year the commonwealth enters into thousands of procurement contracts to keep our state running,” Phillips-Hill said. “Unfortunately, over time, we have seen specialized, non-standard, and biased terms creep into these agreements.”

Senate Bill 1410 was introduced at the request of Pennsylvania Attorney General Dave Sunday. The bill would prohibit state government from signing purchasing or procurement contracts that contain out-of-state legal disputes, indemnification clauses, non-Pennsylvania governing law, or binding arbitration.

The bill now heads to the House of Representatives for consideration.
