Keefer Introduces Legislation to Help Patients Understand Healthcare Costs

HARRISBURG – Sen. Dawn Keefer (R-31) has introduced legislation to address ongoing issues with hospital price transparency in Pennsylvania, continuing her long-standing commitment to empowering patients and promoting accountability in healthcare.

Senate Bill 752 builds on federal transparency efforts initiated by President Trump. It addresses compliance gaps and protects patients from hidden costs. Despite federal mandates requiring hospitals to publicly disclose pricing information, a 2023 study found that only half of Pennsylvania hospitals were in compliance. This leaves many patients unable to easily access or compare prices for their care.

Gov. Josh Shapiro echoed this priority in his 2025-26 budget address, declaring, “Pennsylvanians deserve price transparency in their health care system.”

“This bipartisan alignment underscores the urgency of putting patients first,” Keefer said. “By working together, we can ensure Pennsylvanians aren’t blindsided by healthcare costs and can make decisions that best suit their needs and budgets.”

Specifically, Senate Bill 752 would:

  • Require hospitals to post a comprehensive list of all standard charges for items and services clearly on their homepage, free of charge.
  • Mandate that all prices be reported in U.S. dollars to ensure clarity and consistency.
  • Prohibit hospitals from initiating debt collection or reporting patients to credit agencies if the hospital has failed to comply with transparency requirements.

“Too many Pennsylvanians are left in the dark when it comes to the cost of their medical treatment,” Keefer added. “Patients deserve to know the price of care before they receive it. Transparency empowers individuals to make informed decisions and encourages competition in the healthcare market.”

Senate Bill 752 builds on Senator Keefer’s prior efforts on this issue during her time in the House of Representatives. The legislation is now before in the Senate Health and Human Services Committee.
