Keefer Introduces Fluoride Choice Act to Protect Public Health and Individual Rights

HARRISBURG – In light of growing concerns about the safety and necessity of water fluoridation, Sen. Dawn Keefer (R-31) has introduced the Fluoride Choice Act, legislation aimed at ending the practice of adding fluoride to public water systems in Pennsylvania.

Water fluoridation, introduced in U.S. communities in 1945, has long been credited with reducing dental decay. However, emerging research and shifting public opinion are challenging its continued use. A 2024 JAMA Pediatrics study linked higher fluoride exposure to lower IQ scores in children, raising alarm among health professionals and parents alike. Additionally, a federal court ruling in California last year found that fluoride levels in drinking water may pose an “unreasonable risk” to children’s cognitive development. That decision prompted a formal review by the U.S. Environmental Protection Agency.

“In light of the latest science and mounting legal and ethical questions, we must act in the best interest of our children and communities,” Keefer said. “The Fluoride Choice Act will prohibit the addition of fluoride to public water systems and require the safe disposal of fluoride chemicals. It also empowers individuals to make informed health decisions by supporting access to fluoride through supplements or topical treatments, coupled with state-led education.”

Keefer is inviting colleagues to cosponsor Senate Bill 849, which promotes public health autonomy, responds to current scientific findings and aligns the commonwealth with a growing national movement to reexamine water fluoridation practices.

“Our state has the opportunity to lead with science, transparency and respect for personal health decisions,” Keefer added. “I urge my colleagues to stand with me in support of the Fluoride Choice Act.”
