SB 226 (PHILLIPS-HILL) Amends the Right-to-Know Law to subject the Pennsylvania School Boards Association (PSBA) to its provisions. PASSED 29-21.

SB 227 (PHILLIPS-HILL) Amends the Public School Code to consider the Pennsylvania School Boards Association (PSBA) as a state-affiliated entity under the Right-to-Know Law. PASSED 29-21.

SB 327 (GEBHARD) Amends Title 53 (Municipalities) allowing installation a police officer at Fort Indiantown Gap to maintain certification by the Municipal Police Officers’ Education and Training Commission (MPOETC) if basic educational and training requirements are complete; the minimum number of in-service training hours are satisfied; and the officer possesses an active certification or has a previous certification that has lapsed within the past two years, despite continuous employment as an installation police officer. PASSED 50-0.

SB 367 (COLEMAN) Amends the Tax Reform Code ensuring access by a contracting authority or independent auditing firm to the tax records of a qualified business located in a neighborhood improvement zone, including a taxpayer identification number. Expires the terms of office of all current neighborhood improvement zone contracting authority board members, considers all board seats vacant within 30 days after the provision’s effective date, and establishes a new board with specified members. PASSED 50-0.

SB 246 (COLEMAN) Amends the Public School Code to require school entities, nonpublic schools and private schools to notify parents, guardians and school employees of an incident involving the possession of a weapon on school property if the incident constitutes a violation of existing law or the school’s polices relating to weapons. Notification must be within 24-hours of the incident, unless circumstances necessitate otherwise. OVER AS AMENDED.

     A00710 (KIM) Additionally requires notification if an incident with a weapon on school property involves a violation of statutorily defined bullying, constitutes statutorily defined harassment,      or involves either serious bodily injury or damage to school property. ADOPTED 48-2.

SB 310 (MARTIN) Amends the Public School Code to require students to file the Free Application for Federal Student Aid (FAFSA) form or submit an opt-out form prior to completing high school. Requires schools to provide a copy of the opt-out form to parents, legal guardians and students. Provides if an opt-out form is not submitted on behalf of a student, the school may exempt the student from filing a form after making a reasonable effort to contact the parent or legal guardian of the student. Prohibits personal financial information from being required by school entities or subject to Right-to-Know. OVER AS AMENDED.

     A00678 (PITTMAN) Strikes the definition of private school. AGREED TO.

SB 90 (MASTRIANO) Amends Title 35 (Health & Safety) to provide candidates for Firefighter I certification with the option to take a cumulative test at the end of the fire and emergency services training program or an individual test to be completed at the end of each success training module in the same National Fire Protection Association accreditation standard period. PASSED 49-0.
