SB 331 (ARGALL) Establishes the Cosmetology Licensure Compact Act authorizing the Governor to execute a cosmetology licensure compact with other states which would allow a currently active and unencumbered licensee to apply for and receive a multistate license valid in any compact member state. Requires seven states to enact the compact and create the Cosmetology Licensure Compact Commission to effectuate the compact. Directs member states to establish a regulatory framework that meets uniform requirements for multistate licensure. Requires member states to meet various consumer protection and licensure requirements. Permits member states to charge a fee for licensure. Permits active military members and their spouses on active duty assignment to retain home state license designation. Prohibits the Commission from defining professional or educational requirements for a multistate licensee to practice. Permits the Commission to levy and collect an annual assessment on each member state. Allows a member state to amend the compact, but the amendment is not effective until all member states have also enacted it. Permits the Commission to deny a state’s participation if the member state has a material departure from the compact. PASSED 49-0.

SB 614 (BROOKS) Amends the Fiscal Code requiring the Department of Health (DOH) to establish a voluntary grant initiative to offer clinical rotation placement at a Federally Qualified Health Center (FQHC) for a student attending an accredited medical college. Contingent upon available federal funds, directs DOH to make grant funding available for stipends to support students enrolled in the initiative or primary care practitioners supervising or directing a student. Requires DOH to award grants in amounts equal to
each FQHC enrolled in the initiative, ensure initiative-funded clinical rotation placements are geographically distributed to strengthen rural health care workforce pipelines, and gives priority to FQHCs operating in rural counties. Gives rural hospitals the first right to extend offers of residency placement to students who complete clinical rotations funded through initiative grants. Conditions grant awards on the submission of a sustainability plan demonstrating how clinical placements will continue beyond five years
for the grant award, including evidence of public-private or philanthropic partnership support. OVER AS AMENDED.

A02719 (BROOKS) Expands initiative eligibility from only FQHCs to FQHCs, FQHC look-alikes, rural hospitals, and rural health clinics who offer clinical rotation placements at their facilities for a student attending an accredited medical college Stipulates at least 50% of initiative funding must be used for preceptorships enrolled in or fulfilling requirements of an accredited medical college, unless participation by those students are insufficient in which remaining funds may be allocated to other eligible students participating in the initiative. Allows DOH to make grant awards to eligible administrative entities to administer and facilitate student placement, preceptor support and other initiative implementation for FQHCs and FQHC look-alikes. Gives grant priority to rural facilitating entities, rather than rural FQHCs. Requires DOH to award grants in amounts equal to each facilitating entity enrolled in the initiative and allows facilitating entities to give highest funding priority to preceptorships involving students who have completed at least one year or are enrolled in their penultimate or final academic year of their educational program. Gives facilitating entities the first right to offer or facilitate residency placement to students pursuing early or alternative residency placement pathways permitted outside the national residency match process. Provides for reporting by facilitating entities and DOH. ADOPTED 26-23.

SB 804 (BOSCOLA) Amends Title 35 (Health and Safety) to prohibit the manufacturing, selling, or distribution of intravenous solution containers (commonly known as IV bags) and intravenous (IV) tubing with intentionally added DEHP. Provides for exemptions for human blood collection and storage bags and apheresis and cell therapy blood kits and bags, including integral tubing. Grants an extension for compliance under certain conditions. PASSED 48-1.

SB 1053 (HUTCHINSON) Amends the Workers’ Compensation Act to extend workers’ compensation coverage to members of volunteer fire departments, volunteer fire companies, volunteer ambulance corps, and volunteer rescue and lifesaving squads while engaged in organized fundraising activities. PASSED 49-0.

SB 1211 (ROBINSON) Amends the Insurance Company Law of 1921 to expand coverage of biomarker testing to Medicaid Fee-for-Service. PASSED 49-0.
