Piccola Introduces Business-Friendly Measure,
Reducing Regulatory Burdens
HARRISBURG -- Recognizing
that a healthy jobs climate begins with a business-friendly environment for the
state’s job creators, Senate Majority Whip Jeff Piccola (R-15) unveiled Senate
Bill 842 today, legislation that would reduce the regulatory burden on small
businesses in Pennsylvania.
Under Senate Bill 842, state agencies would be
required to consider the impact of regulatory mandates on small businesses prior
to imposing them. The agencies would also be required to examine the
alternatives for small businesses that would achieve the desired regulation.
“It’s important to make state agencies think about
the financial consequences on our small businesses of any proposed mandatory
regulations. This ensures that small business resources that would have been
spent on mandates are available for hiring employees and making investments in
jobs,” said Piccola.
“This legislation keeps with my commitment to
finding ways to improve the state’s job climate and business structure by
eliminating unnecessary regulatory burdens and red tape. This change would
represent another important and sorely needed step to encourage job growth in
the Commonwealth, not to mention attracting new businesses. The bottom line is
that we need to reduce the costs of doing business in the state – costs which
are making Pennsylvania less competitive,” Piccola said.
Piccola’s legislation is a component of
the Keystone Manufacturing Initiative (KMI), a package
of bills sponsored by various members of the General Assembly specifically
designed to re-establish Pennsylvania as a serious competitor for jobs
and job opportunities. “Collectively, these bills propose: reducing taxes on
job creators and new technology implementation; restoring
fairness, common sense, and personal responsibility to a legal system that is
both out-of-control and promotes lawsuit abuse; making health care more
affordable; and cutting red tape and regulations,” he
said.
Piccola’s legislation is similar to House Bill 236,
which is sponsored by Representative Tina Pickett and has been approved by the
House of Representatives.
