Brightbill, Piccola Introduce Taxpayer Fairness Act,
Designed to
Hold Down State Spending
HARRISBURG -- Senate
Majority Leader David J. Brightbill (R-48th District) and Senate Majority Whip
Jeffrey Piccola (R-15th District) today introduced the Taxpayer Fairness Act,
common-sense legislation designed to hold state spending increases to the rate
of inflation.
“Working people across
Pennsylvania have to live within a budget,” Sen. Piccola said. “So should the
state.”
“It’s time to control the
spending culture and giveaway mentality with which our governor has burdened
Pennsylvania,” said Sen. Brightbill. “This is a simple concept, but the results
will be profound.”
In addition to restricting the
growth of state spending, the Taxpayer Fairness Act would set aside all surplus
revenues into the state’s Rainy Day Fund for use in times of economic necessity.
According to the National
Conference of State Legislatures, 30 states already have spending controls,
revenue controls or both. Pennsylvania is in the minority of states which have
no spending or revenue controls.
Already, the Taxpayer Fairness
Act -- also known as Senate Bill 4 -- has been endorsed by Citizens Against
Higher Taxes, the Pennsylvania Chamber of Business and Industry, and the
National Federation of Independent Businesses.
Sen. Brightbill and Sen.
Piccola also announced a web site dedicated to the Taxpayer Fairness Act:
www.taxpayerfairness.com.
“We’ll use the web site to
disseminate information about the Taxpayer Fairness Act, and to set the record
straight if any misconceptions emerge,” Sen. Brightbill said. “This is a
crucial issue for the fiscal health of Pennsylvania.”
