Holds Hearing on Blues' Surplus Agreement
HARRISBURG -- The
Senate Banking and Insurance Committee held a public hearing today to hear
testimony regarding the Community Health Reinvestment Program (CHRP), also known
as the Blues’ Surplus Agreement.
The committee, chaired by Sen. Gibson E. Armstrong
(R-Lancaster/York), called the hearing to address the specific statutory
authority through which the Insurance Department entered into the CHRP, how the
agreement was derived, and how it will be implemented.
Witnesses who testified included Health Care Reform Director Rosemarie
Greco, Insurance Commissioner Diane Koken, Deputy Insurance Commissioner
Patricia Stromberg, Insurance Department Chief Counsel Steven Davis, and
Rendell’s Deputy Chief of Staff Dave Myers.

Commissioner Diane Koken about concerns that the issues of the Blue
Cross/Blue Shield Surplus Agreement and the Blues' Community Health
Reinvestment Program did not remain separate.

Sen. Joe Scarnati suggests to
Governor Rendell's Deputy Chief of Staff Dave Myers that the Blues'
surplus should have been returned to individuals who paid the health
care premiums.
