Senate Judiciary Committee
Holds Hearing on Surrogate Parenting
HARRISBURG -- A measure
sponsored by Senator Jane Earll to provide for statutory
standards on surrogate parenting was the topic of a public
hearing conducted by the Senate Judiciary Committee in the
Capitol Building’s East Wing.
Senate Bill 408 would protect
the best interests of children born from surrogate
parenting arrangements and clearly delineate rights and
responsibilities of the intended parents, the surrogate
mother, and -- if she’s married -- her husband.
Witnesses at the hearing
included Joseph P. Martone, Esq.; Andrea Braverman, Ph.D.;
Lawrence Kalikow, Esq.; Randall G. Holmes; Stacy I. Young,
Esq., Women’s Law Project; Mitchell E. Chadrow, Esq.,
Senior Financial Advisor, Univest National Bank; Larry
Frankel, Legislative Director, American Civil Liberties
Union of PA; and David L. Hostetter, Executive Director,
Joint State Government Commission.
