Gordner's Water and Sewer Funding Bill Passes Senate
HARRISBURG -- The State
Senate today unanimously passed legislation that would implement the $250
million Water and Wastewater Treatment Project Bond Act approved by voters in
April, according to Sen. John Gordner (R-Columbia), the bill's sponsor.
Senate Bill 1102 would
provide financial assistance for projects that construct, expand or improve
water and wastewater infrastructure. Sen. Gordner said the funding would serve
as a valuable economic development tool, especially in rural areas.
"Water and sewer
infrastructure is an important factor for businesses considering relocating
into our communities," Sen. Gordner said. "Aside from the health and safety
benefits provided by a clean, safe water supply, this important funding will
help us create and retain jobs here in Pennsylvania."
Sen. Gordner's legislation
would create programs within the Department of Community and Economic
Development and under the management of the Commonwealth Financing Authority
to distribute $200 million for water and sewer projects. The bill also
authorizes an additional $50 to $100 million for PENNVEST to be used for
improvements to existing systems.
According to the
Pennsylvania Department of Environmental Protection, the total need for basic
sewer and water upgrades is more than $13 billion, including more than $5.2
billion for drinking water infrastructure and almost $7.9 billion for
wastewater infrastructure.
