S.B. 79 (Stefano) – An Act amending the act of July 2, 2014 (P.L.876, No.98), entitled “An act designating a bridge on that portion of State Route 15 over the Yellow Breeches Creek, Carroll Township, York County, as the Glenn Bowers Memorial Bridge; designating a bridge on that portion of 17th Street over the 10th Avenue Expressway, City of Altoona, Blair County, as the Blair County Veterans Memorial Bridge; designating a bridge on that portion of State Route 764 over 31st Street, City of Altoona, Blair County, as the Alvin E. Morrison Memorial Bridge; designating West Erie Avenue from its intersection with North Second Street in Philadelphia City, Philadelphia County, to the point where it meets North Front Street in Philadelphia City, Philadelphia County, as Roberto Clemente Way; designating the interchange at the crossing of State Route 33 and Main Street (State Route 1022) in Palmer Township, Northampton County, as the Charles Chrin Interchange; designating the interchange between the portion of State Route 3009 and State Route 119 in South Union Township, Fayette County, as the Fred L. Lebder Interchange; and designating a bridge on that portion of State Route 711 over the Youghiogheny River in the City of Connellsville, Fayette County, as the Officer Robb McCray Memorial Bridge,” further providing for Officer Robb McCray Memorial Bridge.

S.B. 286 (Rafferty) – An Act amending the act of June 12, 1931 (P.L.575, No.200), entitled “An act providing for joint action by Pennsylvania and New Jersey in the development of the ports on the lower Delaware River, and the improvement of the facilities for transportation across the river; authorizing the Governor, for these purposes, to enter into an agreement with New Jersey; creating The Delaware River Joint Commission and specifying the powers and duties thereof, including the power to finance projects by the issuance of revenue bonds; transferring to the new commission all the powers of the Delaware River Bridge Joint Commission; and making an appropriation,” further providing for the Delaware River Joint Commission, for composition, for employees, for financing and for executive sessions; providing for majority approval and contract procedures; further providing for report; providing for conflicts of interest, for master plan and creating the Port Authority Transit Corporation Commuter’s Council; further providing for definitions; authorizing the Governor to apply for approval; prohibiting the entrance into a compact until passage of a similar act; and making editorial changes.

S.B. 287 (Rafferty) – An Act amending the act of June 12, 1931 (P.L.575, No.200), entitled “An act providing for joint action by Pennsylvania and New Jersey in the development of the ports on the lower Delaware River, and the improvement of the facilities for transportation across the river; authorizing the Governor, for these purposes, to enter into an agreement with New Jersey; creating The Delaware River Joint Commission and specifying the powers and duties thereof, including the power to finance projects by the issuance of revenue bonds; transferring to the new commission all the powers of the Delaware River Bridge Joint Commission; and making an appropriation,” providing for gubernatorial veto.

S.B. 290 (Rafferty) – An Act amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, in general provisions, further providing for definitions; in licensing of drivers, further providing for chemical testing to determine amount of alcohol or controlled substance and for occupational limited license and providing for ignition interlock limited license; and, in driving after imbibing alcohol or utilizing drugs, further providing for ignition interlock and for the offense of illegally operating a motor vehicle not equipped with ignition interlock.
